This 2010-2013 Strategic Human Resources Plan details the three human resources strategies that will shape the future of the Canadian Coast Guard (CCG). We will establish and maintain a qualified and representative workforce, develop and support our people, and operate within a fair and effective management structure.

We are committed to ensuring the maritime safety of Canadians and Canadian waters, while benefiting our economy and protecting our marine environment. Our service to Canadians will be characterized by professionalism, team work, integrity, quality and innovation.

The 2010-2013 Strategic Human Resources Plan is a companion document to the CCG 2010-2013 Business Plan. Our commitment to integrated human resources and business planning helps ensure that the right people with the right skills are in place to achieve our business goals. As with our Business Plan, progress in achieving our human resources goals will be measured and reported on through CCG’s mid-year and year-end reports.

Much of the background information used to create this Plan was drawn from snapshots on April 1 of each year produced by the Departmental Human Resources Management System, unless otherwise specified, and the results of the 2008 Public Service Employee Survey (PSES). This document also benefits from collaboration among members of the CCG Management Board and unions.

About the Canadian Coast Guard

The CCG operates along the largest coastline in the world and oversees an inland water system stretching across 3,700 kilometres and a 3.7-million square-kilometre Canadian Exclusive Economic Zone.

As a Special Operating Agency of the Department of Fisheries and Oceans (DFO), the CCG helps DFO meet its responsibility to ensure safe and accessible waterways for Canadians. The CCG also plays a key role in ensuring the sustainable use and development of Canada’s oceans and waterways. CCG services support government priorities, including economic prosperity, and contribute to the safety, accessibility and security of Canadian waters.

The CCG is one of several program activities in DFO’s Program Activity Architecture, which has been adopted to align programs with Government of Canada priorities. Like other program elements, the Coast Guard program activity is divided into sub-activities, as follows:

  5. Search and Rescue (SAR) Services
  6. Environmental Response Services
