Message from the Commissioner
It is an honour to present this, my first Strategic Human Resources Plan as the Commissioner of the Canadian Coast Guard (CCG). My predecessor, George Da Pont, led this great organization for close to five years. Among his last achievements before his departure in late June was to set the direction for the organization in this Plan. I wholeheartedly support the priorities and course it charts to meet our challenging human resource needs.
In the past few years, the CCG has taken great strides to modernize all aspects of its operation. Thanks to the hard work and dedication of our employees, we have made significant progress in addressing many of our management issues, establishing national consistency in program and service delivery, and moving forward with the renewal of our fleet. With the release of Budget 2010, we face new financial challenges, but are committed to respecting planned wage increases while maintaining our high-level service to Canadians.
In line with our efforts to modernize the CCG, it is my distinct pleasure to present the 2010-2013 Strategic Human Resources Plan which will ensure that we continue to focus on our most valuable resource, our people. This Plan allows us to integrate our human resources and business planning processes so that our human resources management mirrors the changes taking place in our organization.
As the Government of Canada noted in the last Speech from the Throne, the Public Service of Canada is a critical national institution whose renewal is essential. The same can be said for CCG human resources and, as such, this Plan is very much aligned with the overall Public Service Renewal agenda, which sets out concrete commitments against which we measure our progress.
We begin our third planning cycle having made significant progress on many of our human resources challenges. We can now build on our successes by continuing to strengthen recruitment and retention, focusing on our at-risk occupational groups (Ships’ Officers, Ships’ Crew, Marine Communications and Traffic Services Officers, Marine Electronics Technologists and the Engineering Community) and on improving the diversity of our workforce. In addition, we will support the ongoing development of our existing workforce through improved learning and growth opportunities.
This year’s Plan includes “A Window into the Seagoing World”, a summary highlighting our seagoing personnel, who comprise over half of the CCG workforce. The summary touches on some of the operational human resource challenges faced by Fleet Management, and outlines mitigation strategies.
This Plan is the result of extensive consultation and consideration of the global environment in which we operate. Our priorities and commitments continue to be informed by our current and future business and human resource needs.
Our people are the foundation and heart of the Canadian Coast Guard. We will continue to look for ways to attract new talent while supporting and nurturing our current workforce.
