Quarterly Report: November 11, 2016 – February 10, 2017


  1. 1. Canadian Coast Guard monitors the performance of the MCTS systems.

    Status: On track
    • From November 11th, 2016 to February 10th, 2017, the technical communities of Coast Guard across all regions have actively responded, in a timely manner, to the 483 MCTS equipment outage reports with the appropriate corrective actions in the analysis and resolution of the issues affecting MCTS services. During this reporting period, 472 independent investigations and resolutions including preventive maintenance tasks were actioned across country.

  2. 2. Coast Guard and Unifor continue to work together in monitoring and resolving technical issues.

    Status: On track
    • A working group, co-chaired by the Coast Guard and Unifor was established and a Terms of Reference (TOR) was agreed upon. The working group meetings will be held on a quarterly basis for the next 24 months.
    • The working group met on April 27, 2017 to discuss the draft of the third quarterly report.
  3. 3. Coast Guard is to proceed with the planned closure of the Comox MCTS centre with caution.

    Status: Completed
    • Completed May 10, 2016.

  4. 4. A risk assessment of the consolidation project will be completed on an annual basis.

    Status: On track
    • Compilation of items 4 a) to 4 d) will provide the data for the annual risk assessment.

  5. 4. (a) An assessment of working conditions at the consolidated MCTS Centre;

    Status: On track
    • An audio analysis will be conducted during the navigation period of April to September 2017 at Victoria and Sarnia MCTS. In addition, unidirectional speakers were tested at Victoria MCTS and an analysis of the results is currently underway with recommendations to follow.
    • Coast Guard has initiated a MCTS workload analysis to determine the workload of its operational MCTS positions at all MCTS Centres which will be completed in December 2017.
  6. 4. (b) An assessment of staffing levels on all shifts, records of overtime and records of staff attrition/turn-over;

    Status: On track
    • The analysis of the staffing levels shows several centres are understaffed in two Coast Guard regions. Coast Guard is working to mitigate staffing shortages at MCTS centres.
    • Several Atlantic region MCTS centres experienced short staffing situations. Coast Guard is working to address these situations in the future, including utilizing the national recruiting process as outlined in 4(c) and increasing the staffing factor from 5.5 to 6.0 per position. This amount is an increase of an additional 24 employees across the country.
    • Overtime at Victoria and Prince Rupert MCTS centres dropped considerably this quarter as consolidation training has been completed in order to be able to operate. Central & Arctic region saw a considerable drop in overtime as is typical during the seasonal operational period.  Atlantic region’s overtime amounts remained unchanged.
  7. 4. (c) An assessment of the efficacy of the MCTS officers recruiting process;

    Status: On track
    • The national recruitment pool created in Spring 2016 now has 30 candidates remaining. Another MCTS ab initio recruitment process is being advertised on the Public Service Commissions’ job website. The advertisement is posted as an inventory with no expiry date. Candidates from this inventory will be assessed and upon successful completion, will be placed in a pool of partially assessed candidates for selection to attend the MCTS ab initio course.
    • The three regions currently have 24 trainees including 10 who graduated on March 16, 2017.
    • A class of 7 trainees began January 9, 2017 and are expected to graduate June 22, 2017. Another class, which is anticipated to be 12 individuals, is scheduled to begin May 15, 2017.

  8. 4. (d) An assessment of the nature, scope and causes of communications system outages, noting unique and recurring issues;

    Status: On track
    • A total of 483 equipment outage reports were filed this reporting period, of which 45 of these reports related to the MCTS Communication Control System (CCS). This represents an average of 15 CCS related issues per month and represents 8% of all outages, which is an improvement from the previous reporting period.
    • Coast Guard continues to monitor and respond to equipment outages reported by MCTS Centres across the country. Over 60 per cent of site outages were caused by third party telecommunications issues. To address the remaining site outages, various routine maintenance and corrective work has been performed by Coast Guard technicians at the remote radio sites and at the MCTS Centres. Corrective measures were also applied by adjusting the system software parameters and operational mode of the radios in order to eliminate conditions and to prevent potential echo effect at the MCTS Centres.
    • Data on all MCTS systems is collected at the 12 centres and at regional technical service centres ensuring national monitoring and coordination of national solutions.
  9. 5. Reports compiled by the post-consolidation assessments (included in Recommendation 4) to be submitted to the minister of Fisheries and Oceans, the Coast Guard and the House of Commons SCOFO on a quarterly basis for the next 24 months.

    Status: On track
    • All reports will be submitted to the Minister of Fisheries, Oceans and the Canadian Coast Guard and the Clerk of the Standing Committee on Fisheries and Oceans.

  10. 6. Fisheries and Oceans Canada establishes a mechanism for continuous feedback from stakeholders on the overall performance of the MCTS system across Canada and be part of the department's annual performance report.

    Status: On track
    • MCTS system performance has been raised as an agenda item on the National and Regional Marine Advisory Boards.. Any issue brought forth will be forwarded for action to the MCTS Operational Support team.
